Of this half that goes into the loop, half will be put into the 1 to 2 balancer and the other half will end up at the first splitter again. Why don't you take the 4-4 TU balancer and omit one input and/or output to make a smaller balancer? if all sides receive 1/4 of the input and the remaining 1/4 gets put back into the input, things will balance out eventually
